The plan’s proposed International Stabilization Force has failed to materialize due to lack of regional support and funding disagreements. Additionally, Hamas is expanding its influence over humanitarian aid, recruiting youth for enforcement, and consolidating power within Gaza despite opposition from other militias and some regional actors.
